If you select a trip where the origin and destination are within the same country or territory you will get receive this error except for the United States, Canada, and Australia since we support domestic requirements for these countries.
There is a known issue where this error may be displayed if you select a destination that we do not offer travel requirements for, and the chosen passport is one other than that destination. For example if I select a trip from the US to Somalia with a USA passport then this error will be displayed.
There is a ticket in place to have this fixed.
